The United National Front is preparing "a set of proposals reflecting the main features of a provisional administrative structure" for the Northeast, and plans to submit the proposals to the Liberation Tigers of Tamil Eelam within two weeks, said the cabinet spokesman and Constitutional Affairs Minister in the UNF government, Mr. G.L.Peiris, addressing a press conference Thursday.
"The government will be sending proposals formulating the basic features to the LTTE. They are not detailed proposals in the form of a final document. It is abundantly clear that there has to be an input from the LTTE," Peiris said. Peiris said that the final draft of the internal administrative mechanism would be formulated only after the receipt of the response of the LTTE on the government
proposals. He said that the LTTE had informed through the Norwegian
envoy that they were ready to discuss the government proposals once they
received it. The UNF cabinet spokesman added that the Prime Minister, Mr. Ranil Wickremasinghe, would brief the President, Ms. Chandrika Kumaratunge, on the government
proposal for an interim administrative mechanism.
