Infrastructure development discussed in Kilinochchi meet

Civil engineers working in the distircts of NorthEast Friday met with the offiicals of the political and economic wings of the Liberation Tigers at the LTTE's Planning and Development Secretariat (PDS) in Kilinochchi to discuss the objectives and guildlines to be adopted for the infrastructure design and construction across NorthEast, sources said. Head of LTTE's Political Wing, S.P Thamilchelvan presided, and Head of Tamil Eelam Economic and Development Organization (TEEDOR), Karikalan, participated in the discussions.
"All infrastructure projects have to be designed with the future well-being of the Tamil nation, incorporating elements that are environment friendly. The designs should not be driven by purely financial considerations," Thamilchelvan said. "Although actions of Governments of Sri Lanka have prevented us from undertaking ambitious town-planning and development projects, we have an obligation to execute even low capital budget projects to high standards. "We ran an efficient administration during the periods of war but were unable to give high priority to planning and development efforts. We can not defer any further channeling our efforts towards infrastructure building. The contribution and involvement of engineers, civil and others, are critical in this effort of infrastructure building. "PDS will soon establish guidelines for procedures and practices associated with this effort. These rules and regulations will serve as the framework as we progress in the effort of building NorthEast," said Thamilchelvan. PDS officials said several more focussed group sessions and meetings will be held to further finalize details on the infrastructure related guidelines.
