[TamilNet, Wednesday, 30 December 1998, 00:11 GMT]
The political wing of the Liberation Tigers in Jaffna has written to all village level government officers in the district. The letter warns Grama Seveka Officers against collaborating with the security forces in Jaffna by providing information on the movement of LTTE fighters or villagers who assist them.
Action will be taken against any officers who fail to take notice of the warning, the letter said. A copy of the letter, dated 15.12.98, has been sent to "Uthayan", the Tamil Daily published in Jaffna. Copies of the letter were sent to the Office of the Government Agent in Jaffna and all Divisional Secretaries in the district. The letter is signed by Thooyavan, the political leader of the LTTE in the Jaffna district. Earlier the SLA Commander in Palaly, Major General Balagalle, had said that Thooyavan was killed. The letter says that the SLA is trying its level best to occupy the Jaffna peninsula and carry out a semi military administration in order to oppress Tamil people. "This is an attempt to degrade the freedom struggle of the Tamils. We will never give room for this in the Jaffna peninsula", the letter said further. The letter said that a section of the Grama Sevaka officers are assisting the Sri Lankan security forces. These officers provide information about the LTTE and are also involved in corrupt practises, the letter added.
