All detainees should be shown -district judge

Vavuniya district judge Mr.M.Ilancheliyan Thursday issued instructions that the names of all detainees in detention centres in the area under his jurisdiction should be given to the court every fortnight. The judge gave the directions to the security forces officials under the Emergency Regulations in gazette notification No.1128/22-2001 dated 06.04.2001 issued Wednesday. Mr.Ilancheliyan directed that proper guidance should be given to the officers in charge of detention centres to show all the detainees to the visiting magistrate.
He directed the commanders of 21-1 Brigade in Vavuniya, 21-6 Brigade in Cheddikulam and the Senior Superintendent of Police for Vavuniya Division to order officers in charge of all authorised detention camps gazetted by the Inspector General of Police to furnish the name list forthwith as instructed. The magistrate, according to the judge, has to visit the authorised detention camps under 19 (5) of the Emergency Regulations at least once a month. The name list of the detainees should be displayed on the notice board of the court for the information of the public under 19 (4) of the Emergency Regulations (Amended) and that all the detainees should be held only in the authorized detention camps, the judge said in his letter sent today to the officials. A copy of the letter was displayed Thursday on the Notice Board of the District Court of Vavuniya. The judge instructed the officials to follow up the instructions and implement them strictly, as they are mandatory provisions.
