Deminers remain tight-lipped over crucial traces of cluster, chemical UXOs deployed in genocide

A supervisor rank worker associated with demining work carried out by Swiss Foundation for Mine Action (FSD) and was deployed in clearing Unexploded ordnance (UXO) between 2010 and 2014 in Puthukkudiyiruppu (PTK) where SL military deployed cluster bombs and chemical weapons during the genocidal onslaught in 2009, told TamilNet this week that the hierarchy of the FSD, when alerted about the traces of cluster bombs and crucial human skeletal remains indicating deployment of chemical warheads, communicated the matter to the SL military under Gotabhaya Rajapaksa's military establishment, which was quick to remove the traces. If the workers revealed the findings, the FSD would lose its project and they would risk losing their jobs as funds coming from USA, Japan and EU would go to other mine clearing agencies, the workers were told by the FSD hierarchy.

As a result, the Geneva-based international mine action organization remained tight-lipped.

The end result was complete concealment of crucial evidences, the ex-FSD worker told TamilNet on condition of anonymity.

The foreign experts from the FSD told the local workers that mine clearance was top priority for resettlement after the war and if they were concerned of resettlement of Tamils in Vanni, the ‘survival’ approach was more important than the ‘justice’ approach.

The discovery of cluster munitions and other traces of genocidal onslaught were reported by the FSD field workers to their supervisors, who are also local officials of the FSD. The Supervisor would then report the discovery to Operation Managers, who are mostly foreigners stationed in Vavuniyaa. The Operation Managers would deploy Technical Assistants or experts from Explosive Ordnance Disposal (EOD) units from Vavuniyaa.

But, in the cases of discovery of cluster munitions and other traces of some significance to international investigation, the SL military units would be deployed to remove those traces.

“There is good side and a dark side to the de-mining agencies. The bad news is that the dark side is also a strong one as the good side,” another experienced FSD worker told TamilNet.

The foreigners involved in the demining work were more carrier-occupied with collaborating with ‘local authorities’, that carried out the genocidal onslaught, the FSD worker said.

The former supervisor of the FSD who admitted the concealment also gave names of the FSD Operation Managers who were aware of the concealment for those interested in international investigations to approach them to reveal details of the concealment.

The FSD agency was however terminated from demining work in 2014, especially after the agency came across a number of traces, the supervisor told TamilNet.

There are still areas where these traces are found, the former FSD supervisor told TamilNet, taking a correspondent to an undisclosed area that remained under SL military High Security Zone. The video filmed at the end of April 2016 at the locality is provided below to indicate that there are still traces remaining intact in some areas.

The Geneva discourse has effectively sealed this opportunity by UN Human Rights Chief Zeid suggesting a ‘hybrid’ approach without providing ‘victims’ to be party in the ‘hybrid’ mechanism. This was proposed in order to facilitate he US Establishment transforming the entire process into a ‘consensus’ resolution with the genocidal state of Sri Lanka.

The Tamil diaspora outfits that were enthusiastic at the ‘side events’ at the UN Human Rights Council, are now being manipulated by the US Establishment to form groups of ‘international monitors’ to monitor the ‘consensus’ process. This not only illustrates the continued use of active deception in sabotaging fresh attempts by the independent international actors from exposing the culpability of the international Establishments, but also the inability of these outfits to conceive a global strategy for Tamil justice, Tamil political analysts in Vanni commented.
