NPC finally awakens against SL Mahaweli Authority obstructing territorial integrity of Tamil homeland

The Northern Provincial Council has discussed the genocidal land grab choking the territorial contiguity of the traditional homeland of Eezham Tamils in the North-East of the island in a special sitting on Thursday. The move comes after years of reports highlighting how SL President Maithiripala Sirisena has been committing a systematic genocidal land grab and demographic genocide against Eezham Tamils through the so-called Mahaweli development ministry since 1997, when he took control of the department for the first time. The NPC finally seems to address the precarious issue in a proper context. However, it remains to be seen whether the NPC and the Tamil leadership are prepared to declare all Sinhala colonisations in the North and East that took place after 1956 as illegal, commented Tamil academic circles in Jaffna on Friday.

NPC Chief Minister Justice Wigneswaran on Thursday said 13th Amendment, as a direct Amendment of the SL Constitution, should be overriding the “Mahaweli Authority Act” (No. 23 of 1979), which was contradicting with the population settlements that should be under the domain of the provincial system.

The so-called Mahaweli System L chokes the territorial integrity of the Tamil homeland at the provincial border across the north and south of Kokku'laay lagoon.

In the meantime, System B of the Mahaweli scheme targets Batticaloa North.

After the end of genocidal war, Colombo has carved out Ma'nal-aa'ru, which has been Sinhalicised and colonised with Sinhala settlers as the Sinhala-only division of Weli-oya, which is wedging the contiguity between the Tamil districts of Vavuniyaa in the Northern Province and Trincomalee in the Eastern Province. The division of Weli-oya is also bordering with the Sinhala district of Anuradhapura in the North Central Province.

Meanwhile, Tamil-speaking Muslim people in the south of Kokku'laay lagoon, have also been complaining about Sinhalicisation, Buddhicisation, militarisation and so-called ‘development’ crimes targeting Pulmoaddai, which is situated in the north of Trincomalee district.

The pattern of Sinhalicization, and Buddhisticsation through SL militarisation is witnessed from Naayaa'ru and Kokku'laay in Mullaiththeevu to Ilangkaith-thu'rai, which is an ancient Tamil coastal village at a scenic location in the Eechchilam-pattai division of the Trincomalee district.

SL President Maithiripala Sirisena, who is having the ministry of Mahaweli Development has been targeting Sinhala colonisation of interior lands of Eezham Tamils from Mullaiththeevu in Vanni to the north of Batticaloa for more than 20 years.

SL Departments of Archaeology, Forest and Wildlife Conservation are coordinated at a top-level plan of alienating the public and private lands of Eezham Tamils to future Sinhala colonists.

While the Tamil-speaking people are refused of treating their homeland as merged North-East, the SL Navy is dealing with the entire coast in a joint fashion as its Eastern Naval Area (EAN).

TamilNet, in an editorial piece published 6 years ago, said the following:

Sinhala colonisation in the North and East is an issue that begins from the days of the All-Sinhala cabinet of the Donoughmore constitution of pre-independence days.

It was an issue discussed and solutions were agreed upon in the Bandaranayake–Chelvanayakam pact of 1957 and in the Dudley Senanayake–Chelvanayakam pact of 1965, both of which were ditched by Colombo.

Therefore, all Sinhala colonisations in the North and East that took place after 1956 were illegal, was the position of pre-militant Tamil leadership.

Only the Tamil militancy was able to arrest the process for three decades, but genocidal Colombo is now given with a free licence to carryout colonisation in full swing.

It is of utmost importance that the current Tamil leadership in the island and in the diaspora should now take a united policy decision on the benchmark to be adopted on the legality and illegality of settlements in the North and East, and declare that policy to the world for future deliberations.
