Facing displacement since 1977, Tamils of up-country origin fight for Mannaar village

Around 30 Tamil families, who were living at a locality called A’naik-kaddu in Thampanaik-kulam GS division in Madu division of Mannaar district, have witnessed several displacements. They were initially uprooted from Kurunegala district in the North Western Province after SL State-sponsored anti-Tami pogroms in 1977 before the times of Tamil militancy. Vanni and Madu region was their choice for ensuring their security in the country of Eezham Tamils. However, twenty years later, they were again forced to displace from their village in Madu division to a ‘refugee camp’ at Neluk-ku’lam in Vavuniyaa district following a military operation code named ‘Edi Bala’ that targeted their village, which was under the administrative control of the Liberation Tigers in 1997. Still, they are refused entry to A’naik-kaddu, which they regard as their native village.

War-affected, poverty-stricken Tamil villagers complain of neglect in housing assistance

104 Eezham Tamil families, who have resettled in Isaimalaith-thaazhvu village, which is located 3 km southeast of Murungkan town along Mannaar - Mathavaachchi Road in Naanaaddaan division, complain that they are being systematically neglected in all the housing schemes reaching Mannaar district. The families, mostly dependent on animal farming or agriculture close to their temporary huts, live below the poverty line, and are among the poorest in Mannaar district. Their houses were either demolished or taken over by the occupying SL military and the notorious Special Task Force (STF) in February 1997 during the brutal military operation code named ‘Edibala’.

Basil Rajapaksa dispatches 1000-member squad to Trincomalee to ensure UPFA polling in PC elections

Maangku’lam Maha Viththiyalayam relocated due to SLA occupation

Maangku’lam Maha Viththiyaalayam (MMV) located along A9 road had to be shifted to another building in Maangku’lam as MMV has been transformed into Sri Lanka Army (SLA) base since 2008, education department sources said. MMV which had remained closed even after families had been allowed to resettle in the area began to function Thursday in the Technical College building constructed by NECORD in Maangku’lam.

Government blamed for not helping resettled IDPs in Jaffna

Sri Lanka government fails in its duty to offer assistance to the resettled Internally Displaced Persons (IDPs) in Jaffna peninsula, civil society organization said. This has become evident with Jaffna Government Agent’s statement that the UN organizations continue to assist the resettled IDPs supplying dry food rations through World Food Program (WFP) while financial help is given to them by Asian Development Bank through NECORD, they said.

ADB assists resettled IDPs in Jaffna peninsula

In the context of Sri Lanka government failing in its duty to provide assistance to the resettled Internally Displaced Persons (IDPs) in Jaffna peninsula as promised, Asian Development Bank (ADB) has stepped in to help the IDPs, paying each of the 16,831 IDP families with the second stage payment of 25,000 rupees, sources in Jaffna said. It is alleged that the government is yet to pay the first stage of payment of 5,000 rupees to some of the IDP families, the sources added.

8 years to complete development project in Jaffna

It has taken more than eight years for the government to complete construction of an office building of Agricultural Service Department in Jaffna peninsula, NGOs sources in Jaffna pointed out. Sri Lanka Army (SLA) restrictions and lack of cooperation were the main causes for this long delay, they added on the occasion of the building being officially opened Tuesday by the Minister of Agriculture, Maithiripala Sirisena, Jaffna sources said. Minister Douglas Devananda too attended the event.

Jaffna Hospital faces crisis due to shortage of ministry funds

Jaffna Teaching Hospital (JTH) is facing a crisis due its unpaid dues to Sri Lanka Electricity Board (SLEB) as the funds allocated to it by Sri Lanka Health Ministry has not been released, sources in Jaffna said. SLEB Jaffna is reported to be taking steps to suspend electricity supply to JTH as nearly 50 million rupees remain unpaid by JTH as dues. Meanwhile, JTH is experiencing severe difficulties due to want of funds as its oxygen cylinder refilling machine and water distilling plant are in disrepair besides the lack of medicines, x-ray films, all in combination, have seriously impeded the efficient functioning of JTH, the sources added.

42 houses officially handed over to tsunami victims in Nedunththeevu

An official handover event of 42 houses built by North East Community Restoration and Development (NECORD) organization with Asian Development Bank (ADB) aid was held at Nungkaalai in Nedunththeevu, an islet of Jaffna (Delft), on 30th March. K. Ganesh, Jaffna Government Agent (GA), N. Thirulinganathan, Assistant GA Nedunththeevu, NECORD Manager, S. Sivaroopan and several others participated in the event, sources in Jaffna said. The housing project took nearly 5 years to be completed due to the travel difficulties in transporting building material to the island aggravated by restrictions imposed by Sri Lanka Navy (SLN) which holds the island in its complete control, the sources added.

TRO urges GoSL to guarantee security of humanitarian workers

The Tamil Rehabilitation Organisation, which has been subjected to Sri Lankan Police raids and paramilitary attacks, has urged the Government of Sri Lanka to guarantee security of the humanitarian staff of the organistion. The Trincomalee office of the TRO was attacked Saturday and Sunday nights by armed men, believed to be paramilitary members operated by the Sri Lanka Army. The attack on Trinomcalee TRO office comes after Sri Lankan police raid on Friday.

Lethargic response hurt Batticaloa tsunami development– NECORD Official

Armed men destroy NGO office in Jaffna

0A group of armed persons, believed to be paramilitary men working with Sri Lanka Army (SLA), entered the Jaffna District Secretariat of the NGO, Tamils Rehabilitation Organisation (TRO), located on Temple Road, smashed the computers and accessories and set-fire to the building, destroying tools and data inside the office Wednesday night during the curfew hours. The TRO Jaffna office, opposite the UN officials' residence and close to many UN offices including UNHCR, UNICEF and UNDP, and several international organizations, is located 200 meters away from the SLA checkposts at Kailayapillayar temple.

New Hospital opens in Kilinochchi

The hospital building on the main A9 Road in Anandapuram, Kilinochchi built with Rs. 600m funding assistance from the Asian Development Bank (ADB) was opened by Deputy Head of Liberation Tigers Political Wing, S Thangan who was the chief guest. The first phase of 200 beds, of a planned 600 bed facility, is now in operation and open to the public, hospital sources said.

Work on NECORD funded Veerachcholai housing project begins

The Asian Development Bank (ADB) funds NECORD. Mr.S.L.A.Careem, Deputy Director of NECORD in Amparai district laid the foundation stone for the housing scheme Monday, sources said.
