Russia, UK protect Colombo's international impunity

While world powers look apparently condemning Colombo for its culture of impunity allowing armed forces and other elements to commit human rights violations, some among the very powers are engaged covertly in ensuring international impunity to Colombo's war crimes by dodging discussion on Sri Lanka in the apex international security system. During the closed-door meetings of the UN Security Council this week, when Mexico moved for briefing on Sri Lankan situation, Russia reportedly blocked it saying it was not in the agenda. When the British Representative to the UN was asked why Sri Lanka was not in the deliberations, while Sudan was in, the answer was that the situation was entirely different in Sri Lanka where "proscribed" Tamil Tigers were long "blighting" the government and that has to be brought to an end.

SLAF bombs Ponnampalam hospital, 61 patients killed

Sri Lanka Air Force (SLAF) bombers on Friday bombed and fully destroyed Ponnampalam Memorial hospital in Puthukkudiyiruppu (PTK), killing scores and wounding many, according to initial reports received from PTK. Meanwhile, the Sri Lanka Army (SLA) launched indiscriminate artillery barrage on the hospital, totally disabling the rescue of the surviving patients. 61 patients were killed in the air attack. The bombardment comes after US Secretary of State Hillary Clinton and British Foreign Secretary David Miliband urging the warring parties not to attack medical facilities both within and outside the safety zone following the claim by SL Defence Secretary Gotabhaya that hospitals outside safety zone were legitimate targets.

Hillary Clinton, David Miliband urge to halt attacks on PTK hospital, Safe Zone

US Secretary of State Hillary Rodham Clinton and British Foreign Secretary David Miliband on Tuesday jointly called on the warring parties in the island of Sri Lanka to "not to fire out of or into" the safe zone and in the "vicinity of Puthukkudiyiruppu (PTK) hospital or any other medical structure". The statement has come, following the claims of Sri Lankan Defence Secretary Gotabhaya Rajapaksa that PTK hospital was a "legitimate" target, delivering a clear message to Colombo saying that the parties "must respect the international law of armed conflict. 12 people have been killed and several wounded in the attacks on the hospital so far. Meanwhile, reports from PTK said Wednesday that Sri Lanka Army was continuing to fire artillery shells on the hospital. A UN official in Colombo said Wednesday that cluster bombs have been fired on the hospital.

SLA shells PTK hospital, 9 killed, 15 wounded

Sri Lanka Army (SLA) shelled Puthukkudiyiruppu (PTK) hospital Sunday night killing nine civilians, including patients and their family members in the ward. More than 15 civilians were injured. The indiscriminate attack on the hospital has caused panic and tension among the hundreds of wounded civilians at the hospital. The shelling has come despite repeated calls from the medical authorities not to fire shells on the civilian medical facility and within a few hours of a public statement from the ICRC, which said it was shocked by the shelling on hospital twice in recent days. Meanwhile, a source at Vavuniyaa District Secretariat told TamilNet Monday that it was a premeditated massacre as the military was given instructions by the SL Defence Secretary Gotabhaya Rajapaksa to isolate hospitals from civilian access by artillery barrage.

"The sacrifice of young and idealistic Muthukumar is lamentable beyond words and thoughts of re-enactment should never become a necessity to anyone. It is a reminiscence of the Vietnam of 1960's when self-immolation of monks protesting brutal atrocities as a consequence of US military campaign was common. Such acts occur as a last resort of public frustration when governments suppress democratic space and don't respect overwhelming public opinion of emotional importance," said a diaspora Tamil academic.

Intent of Genocide provable in Sri Lanka - Fein

Gotabhaya: TV station attack was self-inflicted

Sri Lanka’s Defence Secretary, Gotabhaya Rajapakse, claimed this week that the independent television station stormed on January 6 by over a dozen masked gunmen who threw grenades and shot up equipment with assault rifles, had in fact staged the attack to win public sympathy, because the Tamil Tigers, which he said the Sirasa station was supporting, were losing the war. He said government investigations had conclusively established this. Mr. Gotabhaya, who is also the brother of President Mahinda Rajapakse, made his comments to a state media station, The BBC Sinhala service reported Friday.

RSF: Mahinda Rajapakse "directly to blame" for Wickrematunge murder

Boston Globe: Grant Tamils autonomy in homelands

Boston Globe in an editorial published today warned that Sri Lanka’s military campaign will only produce “new phase of protracted guerrilla warfare,” and that lasting peace is possible only when Sri Lanka's government “grant[s] the Tamils meaningful autonomy in their homelands.” The paper also asserted a cautionary note to the Sri Lanka Government that “[e]thnic or nationalistic pride should not be allowed to inflict such suffering on civilians who committed no crime but to be trapped in a war zone.”

Colombo instructs Vanni GAs to refrain from requesting aid from UN Agencies, INGOs

The Sri Lankan Commissioner General of Essential Services, S.B. Divaratne, in a letter issued to the Government Agents of Vavuniyaa, Mullaiththeevu and Ki'linochchi last month has instructed the GAs to refrain from making any requests for food and non food assistance from INGOs and UN Agencies. "All your requirements should be processed throgh the Commissioner General of Essential Services, even in the event of any urgent necessity," the letter states. The content of the letter, which is interpreted as a threat to the Tamil GAs, is also document of evidence for how a structural genocide is being inflicted upon the Tamil people, an official serving under one of the GAs told TamilNet.

Tigers recover 8 SLA bodies, seize 18 weapons in Ki'laali fighting

Liberation Tigers of Tamileelam (LTTE) said Tuesday that they seized two Rocket Propelled Grenade (RPG) launchers, one AK-LMG, fourteen T-56 assault rifles and a 40 mm Grenade Launcher after repulsing an SLA-initiated offensive push that lasted for 9 hours from 1:20 a.m. Tuesday. The Tigers have earlier claimed that at least 40 SLA soldiers were killed and more than 120 sustained injuries. Information from Jaffna also indicates heavy casualties on SLA-side. The latest debacle of the SLA in Jaffna comes after a recent by the SLA commander Lt. Gen. Sarath Fonseka and the Sri Lankan Defence Secretary Gotabhaya Rajapaksa.

Fein responds: Professorial Nonsense on Stilts

Responding to the note on Secretariat for Coordinating the Peace Process (SCOPP) website by the Secretary General Prof. Rajiva Wijesinha on the model genocide indictment against Sri Lanka officials, the former U.S. Deputy Associate Attorney General Bruce Fein, says, the "Professor never denies the Rajapaksa-Fonseka genocides," but, "delivers an indictment against the LTTE as a purported defense to the Rajapaksa-Fonseka genocides." Fein adds: "The genocide prosecution sought against Sudanese President Omar Bashir has rejected such a defense theory to a charge of genocide."

Fein: Genocide charges against Sri Lanka officials ready

He added that the document describes the motivational context, catalogues crimes, and constructs legal arguments establishing culpability of a U.S. citizen and a U.S. greencard holder for the crime of genocide against Tamils in Sri Lanka under the U.S. Genocide Accountability Act (18 U.S.C. 1091).

RSF condemns Colombo's censorship of BBC, Sunday Leader

Paris-based media watchdog, Reporters sans frontières (RSF), in a press release issued Friday, condemned Sri Lanka's jamming of BBC World Service and blocking Sunday Leader from referring to Sri Lanka's Defense Secretary, Gotabhaya Rajapakse. "We are worried by the increase in direct and indirect censorship in Sri Lanka," Reporters Without Borders said. "Coming after a broadcast media bill reintroducing news censorship, the selective blocking of BBC and Sunday Leader reports is disturbing. The authorities must accept the free flow of news even when it contradicts what officials are saying and irritates certain politicians," the press release added.

Gotabhaya Rajapaksa visits Jaffna

Karuna faction overruns Pillayan's office

The faction of the TMVP paramilitary, led by Vinayagamoorthy Muralitharan, alias Karuna, who was recently nominated by the Rajapaksa government as a national list MP, has overrun the main office of Sivanesathurai Chandrakanthan alias Pillayan, who was installed as the Chief Minister of the Eastern Provice by Mr. Rajapaksa. The attack on 'Meenakam office' in Koavinthan Road in Batticaloa city took place Friday around 12:30 p.m., initial reports said. Meanwhile, informed sources in Colombo said Pillayan was hurriedly escorted to Colombo by Rajapaksa's government and a meeting was arranged with Karuna.
