Very few vehicles plied the streets, shops remained closed, businesses and private institutions remained closed and the Tamil towns in Sri Lanka Army (SLA) controlled areas, Batticaloa, Trincomalee, Vavuniya, Mannar and Jaffna were deserted, despite the threats by the SLA and paramilitaries.
