PA budget passed, TULF misses MP for vote

The budget of the People’s Alliance was passed in the Sri Lankan Parliament Wednesday by a majority of nine votes amidst speculation that the opposition might woo the government’s Tamil and Muslim allies to defeat the ruling party. However, the opposition lost one vote from the minimum it expected to be cast against the budget today when the TULF MP for Batticaloa, Mr. P. Selvarajah left for India amidst charges that he had been inveigled at the eleventh hour to stay away from the crucial vote. Mr. Selvarajah was the only MP who was absent in the Parliament today during the vote. The Sri Lankan legislature has 225 members.

Sri Lanka to observe New Year ceasefire

The Sri Lankan armed forces will cease offensive operations for three days commencing at midnight April 13, to the traditional Tamil and Sinhala New Year, government sources said. The move was not a reciprocation of the Liberation Tigers unilateral ceasefire, now in its fourth month, the sources said.

SLA op. scares civilians from Batticaloa interior

People from the interior of the northwestern hinterland of Batticaloa began moving out of their hamlets from early morning Tuesday fearing an operation by the Sri Lanka army against the positions of the Liberation Tigers in Thoppikkal and Tharavai. Families in Miyankalkulam and Tharavai abandoned their homesteads and began arriving Tuesday morning in Thihilivettai, a village close to the SLA controlled main coastal road, 25 kilometers north of Batticaloa with their personal belongings and cattle.

Frustrated carnal marauding provokes assault

Six civilians who were severely assaulted last night by Sri Lanka army soldiers in the village of Korakallimadu, 25 kilometers north of Batticaloa, complained to International Committee of the Red Cross Monday. One of the complainants said that the soldiers had threatened the villagers with dire consequences if the incident were to be reported to anyone. He said that more than ten persons were assaulted for raising the cry when soldiers from the Kiran Bridge camp had entered their houses and attempted to sexually harass young women late Sunday night.

Police seek further imprisonment of Sivamani, Wijikala

The Special Investigation Unit (SIU) of the Mannar Police Monday moved in the Mannar district court that Sivamani Weerakon and Nanthakumar Wijikala, the young women who were allegedly raped and brutally tortured in Police custody, be further remanded for fourteen days on grounds that they had confessed to offences under draconian Prevention of Terrorism Act and that they are suicide bombers sent by the LTTE to assassinate important persons. The SIU also stated that it was necessary to keep the women in custody because investigations about them are not yet over. Objecting to the SIU's application, Mr. K.S Ratnavale, the attorney who appeared for the accused, told the court, "this a funny application coming from the prosecution because the B report filed in court by the SIU moving for further remand has been signed by OIC Suraweera who has been accused of committing sexual offences against the two women. He should be the one behind bars".

Tamil women have no faith in President - MP

"The Tamil women of this country have no faith in the President or the government because there is no justice when wrongs are perpetrated on them by the armed forces. The recent actions of the President are encouraging the army to further indulge in sexual atrocities against Tamil women. Although she is a woman the President does not bother to take even minimal action against the perpetrators of murder and rape. The President applauds the security forces and does what she can to cover up their heinous activities against the Tamil people. Sexual atrocities have been committed on Tamil women in Mannar many times in the past. But only the 19 March incident has come to light", said Mr. Selvam Adaikkalanathan Member of Parliament for the Vanni, speaking Saturday at the protest fast at the St. MaryÌs Church in Mannar town. More than three thousand people from many parts of the Mannar district took part in the fast to protest against the brutal rape and torture of two Tamil women in custody by the Sri Lanka Navy and the Counter Subversive Unit of the Police on 19 March.

Ex-SLA commander pays missing youthís parent

Lt. Gen. Cecil Waidyaratne, a former commander of the Sri Lanka army Thursday paid 100,000 rupees as directed by Sri Lankaís court of Appeal to the father of a Tamil youth who went missing after he was arrested by the army in the Ampara district in June 1990. The decision of the court of appeal in the Habeas Corpus application on Kandaiah Yoganayagam, 31, is the first instance in which the Sri Lanka armyís high command has been held responsible by the Court of Appeal for the disappearance of a Tamil youth in the Ampara district. Human rights activists and Peace Committees in the district say that more than six thousand Tamil civilians were massacred or reported missing after being arrested by the Sri Lanka army and the Special Task Force commandos of the Sri Lanka Police in the Tamil villages and hinterland of Ampara between 1990 and 1993.

Tamil teachers urge Colombo to recognise self-determination

We also urge the Sri Lankan government to recognise the Tamils of Sri Lanka as a nation, the existence of an identified Tamil homeland in Sri Lanka and the self-determination of the Tamil people with the right to secede in order to prevent the division of the island" states a resolution unanimously passed at 27th annual convention of the Ceylon Tamil Teachers' Union held Saturday morning in the Trincomalee St.Mary's College auditorium.

Girl describes bizarre Police torture in SC petition

Sri Lanka’s Supreme Court this week granted leave to proceed with the fundamental rights petition of a Tamil girl from Kayts in Jaffna who says Policemen tortured her in detention by repeatedly inserting a plantain flower soaked in chilli powder into her vagina. The girl who is currently being held in the Negombo remand prison states in her petition to the Supreme Court that she was hung on a pole inserted between her thighs and arms which had been tied together below the knee and that he body was made to swing in that position; that she was hung from the roof and battered with a cudgel; that Policemen tortured her by pricking under her finger and toe nails with paper pins until she bled; that she was mercilessly assaulted with poles and wires and trampled with boots. The girl also states in her petition that although she had appealed to the Human Rights Commission and the Presidential Committee on Unlawful Arrests and Harassment, they had not taken any action regarding her predicament. The case was fixed for hearing on 7 June 2001.

VVT protestors get concession

Hundreds of men and women gathered in front of the Sri Lanka army camp in Valvettithurai in Jaffna Thursday morning, demanding that they be allowed reasonable time for fishing in the seas off the coast of this coastal town. “Allow us to fish or kill us all”, the protestors told the army. They said their families, which depend on the sea for their livelihood can no longer survive if the SLA didn’t extend the time for fishing. The crowds dispersed after the SLA assured them that they can fish in the sea from midnight to six a.m. everyday. The relaxation of the restriction, however, is limited only to Valvettithurai, military sources said. In all the parts of Jaffna, fishing in the sea is restricted to two hours- from 4 a.m. to 6 a.m.

SLA calls off battle for strategic road point

The Sri Lanka army Thursday afternoon called off a major operation to capture a strategic point between Eluthumadduval and Nagar Kovil in Jaffna's southeastern sector amidst heavy resistance from the Liberation Tigers. The SLA launched the operation in the early hours of the morning around 3 a.m. Thursday to capture the Sudalaippiddi Pillaiyar Kovil area on the road linking the Eluthumadduval junction on the A9 and Nagar Kovil.

Proscription list passes "all or none" debates

(NEWS FEATURE) Britain's Home office Wednesday formally introduced the list of organisations proscribed under Britain's new Terrorism Act after the list was approved by the House of Lords. Some of the members, as in the House of Commons earlier this month, protested that they were not allowed to oppose the inclusion of individual organisation but could only support or oppose the entire list. Others said the list, which was debated for only an hour or two in each house had not been sufficiently discussed in depth.

Southern courts prove safe ground in rights cases

SLA warns of more air strikes in Batticaloa

The Sri Lanka Army warned civilians Tuesday to stay at least four kilometres away from the military positions of the Liberation Tigers in the Batticaloa district. In a leaflet issued in Batticaloa town Tuesday, the SLA said that it intends to attack areas in which Tiger bases are located with new Air Force jets and modern weapons. The leaflet also warned the people of Batticaloa to sever all their links with the Liberation Tigers.

SLA operation in Mannar south, three missing

The Sri Lanka army is on a deep penetration operation in the jungles and coast in the southern extreme of Mannar, which is contiguous with the Puttalam district's border, sources said. Mrs. Philippu Calistus 40, who came to Mannar town Monday from the interior jungle village of Neelamadu in sthern Mannar said that three persons, including her husband Philippu Calistus Cruz, 45, who went to the coastal village of Pookkulam on the Puttalam-Mannar border on Saturday 24 March where hundreds of troops had moved in, have gone missing.

Vavuniya Pass violates fundamental right- Ilancheliyan

The Vavuniya district judge Mr. Manickavasagam Ilancheliyan ordered Police officers in charge of the checkpoints in Eeratpaeriyakulam and the town’s railway station Friday that they should forthwith stop sending back to persons, almost exclusively Tamils, from Colombo and other parts of the island on grounds that they do not have documents demanded by them or issuing such visitors passes that limit their stay only within Vavuniya. He told the Police that they have no authority in law to issue limited temporary residence passes to persons coming to Vavuniya from Colombo and other parts of the country or to refuse them permission to enter this northern border town. The judge pointed out in his order that there is no basis in law to issue to such passes.

Three killed in Batticaloa

The Sri Lanka army at Santhively, 24 kilometers north of Batticaloa, Friday handed over to the Eravur hospital the body of a civilian who was shot dead by troops lying in ambush in the interior of Korakallimadu, a hamlet near Kiran Thursday night. The family of Paththakkutti Nallarasa, 49, father of four, told Tamilnet that he was returning home with two friends last night around 8.30 p.m. when an SLA ambush party from the Santhively camp opened fire on them.
