SLA occupies 80% of agricultural land in North

Sri Lanka Army (SLA) occupies around eighty percentage of agricultural land in Vanni and Jaffna peninsula in the name of High Security Zones (HSZs) and releasing this land back to the owners is the prerequisite to any attempt to explore possibilities of agricultural development in the North, representatives of agricultural organizations in Jaffna peninsula told the Deputy Minister of Agriculture, Jegath Pushpakumara, Wednesday in Jaffna Secretariat where he participated in a meeting related to the development activities in the peninsula, sources in Jaffna said.

SLA permits annual Vattaappazhai Pongkal festival in Mullaiththeevu

Sri Lanka Army (SLA) authorities have permitted the annual Pongal festival in the historically famous Amman Koayil located in Vattaappazhai in Mullaiththeevu district to be held Monday but thousands of uprooted civilians from Mullaiththeevu still held in the camps are disinterested in taking part in the Pongal festival as they have been refused permission to resettle in their own places, sources in Vavuniyaa said. The government, however, is making a great show of the festival providing free transport to Vattaappazhai Pongkal festival from Vavuniyaa, the sources added.

Jaffna SLA blocks efforts to reopen schools, government buildings closed due to war in North

A conference is to be held Monday in Ki’linochchi to discuss the reopening of the schools in Vanni which remain closed due to war as the government of Sri Lanka shows that it is trying to restore normalcy in the North, sources in Ki’linochchi said. Meanwhile, the Ministries of Public Administration and Defence are to conduct a conference in Colombo soon to explore ways to reopen the schools and government buildings that are being occupied in the North for ten to twenty years. Jaffna SLA Commander, however, is said to be hindering this move as the opening of the schools and government buildings will call for the resettlement of the people uprooted from Valikaamam North, sources Jaffna said.

Valikaamam HSZ resettlement issue remains unresolved

The issue of resettling families uprooted from their properties by Sri Lanka Army (SLA) for the establishment of High Security Zone (HSZ) discussed in a meeting in Thellippazhai Divisional Secretariat Monday was not resolved due to the non-cooperation of the Tamil political leaders, the representatives of the Welfare Organizations for Uprooted Persons (WOUP) who arranged the meeting said. WOUP had requested all the parliamentarians of Jaffna district to raise their voices together to solve the issue, its representatives said.

Resettlement of uprooted civilians remains rejected in Jaffna

The civilians uprooted from Valikaamam in Vadamaraadchi by occupying Sri Lanka Army (SLA) converting their lands into High Security Zone (HSZ) 20 years ago have lost all hopes despite repeated promises and announcements made by government ministers, officials and Jaffna SLA Commander as SLA authorities continue to deny permission for resettlement, according to A.C. Nadarajah, one of nearly a hundred thousand uprooted persons in Jaffna peninsula. Mr. Nadarajah, a former principal, social activist and the present manager of ‘Yarl Thinakural’ in Jaffna, leads one of the welfare organizations for uprooted civilians in Jaffna peninsula. "It is obvious that the main reason for this predicament is the adamancy of the SLA to vacate the lands and properties confiscated from thousands of families in Jaffna peninsula," Mr. Nadarajah told journalists in Jaffna.

Jaffna MP accuses EPDP of illegal sand excavation in Vadamaraadchi

Tamil National Alliance (TNA) Jaffna parliamentarian, E. Saravanbhavan publicly raised accusation against Eelam Peoples Democratic Party (EPDP), a constituent party of the ruling United Peoples Freedom Alliance (UPFA), for having appropriated exclusive rights to excavate sand for building construction in Ma’nattkaadu in Vadamaraadchi East using illegal means making millions of rupees, in a press report, sources in Jaffna said. Meanwhile, EPDP Minister Dougals Devananda, in response to Saravanabhavan’s accusation, said that the EPDP firm engaged in sand excavation is registered in Sri Lanka parliament and the increase in the demand for sand is due to Sri Lanka Army (SLA) permitting only a limited number of lorries to transport sand from Ma’nattkaadu SLA High Security Zone (HSZ), in a media report, the sources added.

Liberation Tigers’ Ira’naimadu runway used exclusively by Indian Air Force

The runway constructed by Liberation Tigers of Tami Eezham (LTTE) in Ira’naimadu in Ki’linochchi has been handed over to the exclusive use of Indian Air Force (IAF), according to sources close to a section of Sri Lanka Air Force (SLAF) personnel who have expressed their disapproval of this course of action by Sri Lanka government. The area in which this runway is located in Ira’naimadu falls within the High Security Zone (HSZ) and is strictly out of bounds for low ranking SLA personnel, the sources added. IAF officers fly routinely between Tamil Nadu and Ira’naimadu besides training SLAF personnel at I’ra’naimadu, the sources said.

41 percent polling cards remain undelivered in Jaffna electorate

Only 4, 27,164 (59%) polling cards of the total 7,21,359 polling cards of Jaffna electorate which consists of the districts of Jaffna and Ki’linochchi have been delivered to voters through post offices, Jaffna Government Agent (GA) said in a press meet held in Jaffna Secretariat Saturday. However, arrangements have been made for them to get their polling cards until 4:00 p.m on the voting day, he added. Steps have been taken to transport the uprooted Vanni voters held in Vavuniyaa detention centres from 8:00 a.m to 10:00 a.m to vote in the cluster voting booths on the election day, the GA informed on being reminded that there were allegations that the voters in the detention centres were not transported to vote in the last Presidential election.

“All military camps in Jaffna peninsula will be scrapped if UNP wins” – Ranil

Ranil Wickremasinghe, leader of United National Party (UNP), who arrived in Jaffna accompanied by his wife said that all the military camps in Jaffna peninsula will be scrapped except Palaali Sri Lanka Army (SLA) camp, in the UNP election campaign meeting held in Jaffna Veerasingham Hall Friday. “High Security Zones are no longer necessary in the peninsula and the people evacuated from these places will be immediately resettled in their own properties if UNP becomes the ruling party in the general election,” he further said.

Thellippazhai govt. hospital allowed to operate again in its original building

Sri Lanka Army (SLA) Jaffna Commander, Major Gen. Mahintha Kathurusinghe and Jaffna Government Agent, K. Ganesh officially handed over Monday afternoon the original building of Thellippazhai government hospital to its administration which had been functioning in government buildings outside the SLA High Security Zone (HSZ) in Thellippazhai for the last 20 years. SLA had taken over the hospital building during the war in 1990, sources in Jaffna said.

Devotees observe Sivaraathitri in Keerimalai Nakuleasvarar temple

Around 5000 devotees observed ‘Sivaraathiri Poosai’ Saturday night at the historically famous Nakuleasvarar Koayil in Keerimalai which is located in the High Security Zone (HSZ) of occupying Sri Lanka Army (SLA), after a period of 20 years, sources in Jaffna said. During the past few years SLA had allowed only a limited number of devotees to observe Sivaraathiri night worship in the temple on condition that they should leave the HSZ only on the following day under SLA control, the sources added.

Sampanthan, Tuesday visited the camps in Ki’liveddi and Paddiththidal in Moothoor DS division where hundreds of internally displaced Tamil families from Champoor, Kooniththeevu, Choodaikkudaa and Navaratnapuram in the High Security Zones declared by the Sri Lanka Army after the eviction of LTTE in April, 2006, are lodged. The visit by ITAK candidates was a part of their election campaign for the forthcoming general election, sources in Trincomalee said.

JVP will oppose any power devolution to North, East provinces

The Sinhala Marxist party Jantha Vimukthi Peramuna (JVP) former parliamentarian, Anura Kumara Dissanayake said that JVP will oppose if a new political constitution devolving powers to the Northern and Eastern provinces is to be created, in a press briefing held in Colombo Tuesday. “Minister G. L. Peiris recently said that the government intends implementing its newly drafted political constitution following the parliamentary elections and I call upon the government to make public this new political constitution,” Anura Kumar Dissanayake said adding that JVP will never permit the country to be divided.

A protest demonstration demanding immediate resettlement of people displaced from Valikaamam North occupied by Sri Lanka Army (SLA) as High Security Zone (HSZ) organized by the Welfare Organizations for Internally Displaced Persons (IDPs) on 1 March in front of Jaffna Secretariat had to be given up due to the strong opposition to it by Jaffna Government Agent (GA) K. Ganesh, the representatives of the welfare organizations said. The GA had refused to accept the memorandum of the protestors saying that the matter of resettlement should not be made a political issue in the context of the forthcoming parliamentary election, the organizations further alleged.

S. Nadarajah, the president of the Federation of Welfare Organizations in Jaffna peninsula told TamilNet Friday. Even the promises made by President Rajapakse and his brother Basil Rajapakse prior to the recent presidential election have not been fulfilled, he added.

Elections Commissioner declares District Secretariat areas as HSZ

SLA relaxes travel restriction in Valikaamam North HSZ

Newly appointed Sri Lanka Army (SLA) Jaffna Commander, Major. Gen. Kathurasinghe said Tuesday that travel restrictions in Valikaamam North in SLA High Security Zone (HSZ) have been relaxed so that people in Jaffna could travel freely, participating as chief guest in a Marathon race event held in Jaffna town, sources in Jaffna said. But Welfare Organizations representing Internally Displaced Persons (IDPs) said that this relaxation is mainly for the benefit of Buddhist devotees from the South visiting Naakatheepa Buddhist temple in Nainaatheevu and the Saiva temples in Maaviddapuram and Keerimalai and that it has not brought any relief to the IDPs who insist on being allowed to resettle in their own houses in the HSZ.

IDPs evicted from army HSZ in Valikaamam again asked to register their names

Meanwhile, IDP Welfare Organizations in Jaffna said that this is the sixth time the residents are being asked to register their names and added that this is another drama being staged in view of the forthcoming parliamentary election.
