The programme was inaugurated by the Commissioner of Tamil Eelam Department of Registration of Persons, S Jeyenthiran, by issuing the first national identity card to LTTE leader Velupillai Pirapaharan. The card will function similar to the Social Security Number (SSN) used in many western democracies, where the number uniquely identifies an individual. Amongst the charges are conspiring to buy surface to air missiles for the Tamil Tigers and bribing US officials to have the LTTE removed from a list of terrorist organizations and to obtain classified intelligence, a statement said. The evidence include consensual recordings of telephone conversations and meetings with US officials, it added.
