The northern and eastern provinces were merged according to the Indo-Sri Lanka agreement signed in 1987 by the then Sri Lanka President J. R. Jayawardene, and the former Indian Prime Minister Rajiv Ghandi. The CFA was signed in 2002 by former Sri Lanka Prime Minister Ranil Wickremesinghe and the Leader of the Liberation Tigers of Tamil Eelam, V. Pirapaharan.
