The loan has been granted under the International Bank for Reconstruction and Development (IBRD) institution of the World Bank for the Metro Colombo Urban Development Project. This is the first IBRD loan to Sri Lanka. Colombo metro ‘development’ project is completely in the hands of war-crimes-accused presidential sibling Gotabhaya Rajapaksa, who is also a US citizen. Construction of the new naval base received Chinese help. SL navy commander Somathilake Tissanayake inaugurated the base on Monday. Meanwhile, journalists who have gone for the annual church fete at the uninhabited islet Kachcha-theevu in the Palk Bay has noticed a permanently built SL naval base there. The construction material of this base and a newly coming up jetty there were found with Chinese markings. Two SL naval ships are always stationed near Kachcha-theevu. The stamp, the issuing organizations said, is a mark of respect to the families that are fighting for justice, and to celebrate the indomitable spirit of Dr Manoharan, the father of one of the students, Ragihar, who had made the fight to bring the killers of his son to justice his life's mission. The former British colony, Seychelles, lies in parallel to the Maldives and the US-British base Diego Garcia in the East, the Somalian coast of Africa in the West, Gulf of Aden/ entrance to the Red Sea in the north, and Indian dominated Mauritius as well as the French colony Reunion in the South. While the Chinese defence ministry announced that its Navy would seek supplies and recuperate facilities through the base, the Seychelles foreign minister said that his country had invited China to set the base to fight against piracy. The base gains significance, as China is about to launch its first aircraft carrier, Hindustan Times said. Maathakal is the closest point of Jaffna to Point Calimere (Koadikkarai) in the Tamil Nadu coast across the Palk Strait. The base is a security threat not only to Eezham Tamils but also to Tamil Nadu as well as to India, but New Delhi and Colombo seem to think Tamils on either side of the Palk Strait as ‘common enemies’, commented a geopolitical analyst in Jaffna. In recent times, occupying SL is silently expanding its naval bases in other points of the Palk Bay too, at Kaarainakar, Kayts, Ma’ndaitheevu, Delft and Oora’ni by confiscating private lands.
